Detective Tom Craven (Gibson) is appalled when his daughter is shot and killed, apparently in a failed attempt on his life - but he discovers she was mixed up with dark forces within the nuclear industry, who may have had their own reasons for wanting her dead. Originally intended to co-star Robert De Niro, who walked off the movie early in production.
