A former barrister with five years experience at the Bar, his practice and experience extend to all areas of planning, local government and administrative law, with a particular expertise in commercial litigation and judicial review. Prior to being called to the Bar in 2011, David was an advisor in the Department of Transport (2006 to 2009).

He is the author of The Law of Local Government published in December 2014 and is the Course Director of the Diploma in Planning and Environmental Law in the Honorable Society of King's Inns. Patrick McGovern, Retired Partner, Arthur Cox Patrick McGovern, B.A. (Mod), LL.B. (First Class) and Foundation Scholar, TCD, admitted Solicitor Ireland and Northern Ireland. Patrick has conducted litigation in national courts including Somague v TFI, (LUAS Cross City, Baker J.) and Powerteam v ESB (Lifting Automatic Suspension, Costello J.), both 2016. He has also represented clients successfully before the European Commission and the European Court of Justice. Patrick is also author of the Public Procurement chapter in Construction Projects: Law and Practice, published annually by Round Hall. He is part of the Executive Committee of Procurement Lawyers Association, London to 2016. He is also a visiting Professor, Procurement, Bangor University, Wales and has been ranked as one of the 10 most highly regarded individuals worldwide by the International Who s Who of Procurement Lawyers.

He is a lecturer at the Law Society of Ireland and Vice President and former Chairman and Secretary of the Irish Society for European Law.
