This is a game designed for only two players, which is fairly unique for a licensed board game. One player controlls the three titular heroes, and one controlls Mojo Jojo and his laser. For both players the object of the game is to eliminate the opponent. To eliminate Mojo Jojo, the player must move the Powerpuff Girls pawns to a space adjacent to the Mojo Jojo pawn, and then roll the white attack dice. Players roll one die for the player they are controlling, and one additional die for each other girl that is also adjacent to Mojo at the time of the attack. The die rolls can display zero, one or two hits, with a maximum of six hits if all three die are rolled. Hits are recorded on the side of the board with a hit token that moves closer to a "Kablam" space as the figure takes on damage. Reaching the Kablam signals the end of Mojo, and the end of the game.

Movement is determined by picking up a card every turn. Cards are specific to the character you've chosen to move, and allow characters to move one or two spaces, or to move anywhere on rare occasions.
